Community Ideology Composition

I had an idea of a forum game which was that we write law
proposals and vote for them to compose our own, fictive
community law/ideology.
I don't know exactly how that would work but I guess we could
propose some laws on that.
I guess it would work if we number all proposals and people then
type the numbers they vote for or against. To make it looks more
pro I think we should wrap all the proposals in cool quotation
marks as well. If you suggest something, it's assumed you vote
for it unless otherwise specified.
Maybe we should put it in a Google document.

well i created a document here in case we want to move there:

one interesting concept i've always thought about was the
day/night/year version of time keeping. maybe we should just
define everything in seconds, we can count time in total
seconds since the start (unix time). for example, now would be
1379449362 and instead of saying the time is 13:40, for 13
minutes and 40 seconds since start of the day, we can say 49.3k,
meaning 49.3 kiloseconds. (it rolls over when it reaches 1000
kiloseconds just like the year does. removes timezones, leap
years, leap seconds, and all that crap. instead of saying
<month>, an equivalent would be so write 9m for 9 megaseconds (a
megasecond is roughly a 12 days). same for the years. i don't
think it would be much of a loss to not know that the earth has
revolved 2000+ times around the sun since the birth of jesus
christ or something

The second law confuses me a bit, I guess it's not finished?
