       In May, Lula avoided a bilateral meeting with Zelensky within
       the framework of the G-7 Summit in Japan, and after the EU-Celac
       meeting He criticized his Chilean counterpart , Gabriel Boric,
       for his insistence that the region adapt to the European
       position. Ultimately, the declaration did nothing more than
       reflect the lack of a substantive agreement on the issue: there
       was no condemnation of the Russian actions (as the EU intended),
       but rather a “shared concern” about the war was expressed;
       position that was not unanimous either, given that Nicaragua
       opposed validating that section of the declaration.
