Yes you are not allowed to C-Bug even on wall. There is no rule
stating you are allowed to practice C-Bugging. Your past record
shows you've even been banned for C-Bugging I can't take risks
at all with you after seeing you C-Bugging again.

No problems in that, I spent a lot of time watching you already
and you took two warnings in your application process. In the
rules for application written its clearly mentioned your
application will be denied the moment you took warning/kick/ban
for breaking the server rules. You were warned for C-bugging,
insulting players.
