Although they have immense private wealth, independent of the
civil list. Maybe the penalty could be awarded to the NHS, or a
few schools, or to build some affordable housing.

That private wealth needs to be tracked back to it's origin. At
least some of it can be tracked back to an act of Parliament
that gave public lands to them.
