I don't know the exact conditions of the UK lockdown at that
point in time, but maybe the off-licences were closed, and the
invitation allegedly said "bring your own booze"?

"Downing Street has apologised to Buckingham Palace for two
staff parties in No 10 the night before Prince Philip's funeral.

And when he did get home he was completely unaware of music,
vibrations, voices, singing, clapping, cheering and all those
other party type noises.

I believe party count is up to 15 + a weekly Friday evening
booze to drink away the sorrows.
