All of the top 11 picks now have signed, except for Wing and
Hartshorn, and there is about $3.6 left for those two (including
the 5% overage).

We have $3.6 remaining PLUS $654,465 (slot plus overage for
Wing) and $373,590 (slot plus overage for Hartshorn). In total
they have $4,773,180 remaining to spend on those 2 players.
They could save some or they could spread some around to others
who haven't signed.

Your math is incorrect.
Including the 5% overage, Cubs are $2.633 underslot.
Add to that the slots for Hartshorn and Wing—which are just
under $1 combined.
So, the TOTAL left to spend is about $3.6. (plus $150,000 each
for rounds 11-20).
And of course anything over $150,000 for a draft pick in rounds
11-20 would reduce the $3.6.
And if don’t sign Hartshorn, Cubs lose the pool money for that
slot

If they don't sign him, do they get an equivalent pick next
year. I don't remember how far down the draft that policy goes.

There is no compensation for unsigned players drafted in rounds
beyond the third round.

Article that has the comment Dave referenced about turning down
sub-$2M offers in 2nd/3rd rounds.
“I made an agreement with a lot of people, including myself,
that I cared more about the money than the actual pick itself,
so I said no to a lot of offers in the high ones in the earlier
rounds, second and third, but I stuck to my number and they (the
Cubs) were able to deliver it in the sixth round....,” he said.
'There was some uncertainty about his future earlier in the
day... Then came the phone call. “My agent called on the phone
and said ‘they’re going to give you your number,’ so we all went
in the family room and it turned out to be true, a dream come
true,” he said.'
"The Lancers finished 23-7 overall.... Hartshorn.... wound up
batting .364 with .... five home runs."
For being a power-hitter, with Law claiming "some bat speed and
superb contact rates," I'd not think a .364 HS batting average
is particularly high. Or 5HR in 30 games.

That would be for Kohl Franklin's brother.

Franklin did sign. I'm assuming he got the spare $100, but
don't know for sure.
