They have until a week before next year's draft to sign him, so
I assume they will not do so until they are ready to release
someone from their 165 man limit.

What would happen if all the major professional sports changed
their draft procedure such that in the first round the draft
position is random? I hate tanking and this would reduce the
incentive for teams to tank. It would make it easier for really
good teams to continue to be really good, but is that such a bad
thing?
