The Cubs have officially announced that Ross is fired and
Counsell will be the new manager.

I doubt that it will have any effect one way or another. As far
as I know, the manager's salary is not part of the luxury
calculation, so if fear of going over it was important to the
Cubs management, this signing won't have any effect on it.
But to me, it does reinforce the belief that the Cubs management
are much more worried about the non-monetary penalties of the
luxury tax than they are about the actual cash involved.

I think the thinking is that if the Cubs are paying their
manager $8 million, they aren't going to be rolling out a
.500ish level team and significant additions could be expected
in the off season.

At the very least, the offseason is much less predictable now.
Before today, I would've considered firing David Ross to be as
unlikely as signing Ohtani. So I think anything could be on the
table now.

Any indication that this was purely Hoyer's decision or from
higher up? If higher up, Hoyer better not feel too secure.

Hiring Counsel is not just a Go-For-It-All-in-2024 deal. It’s a
for the duration of the contract deal.
So, the pitch to Counsel surely was Cubs will be good for the
duration—look at the farm system, the major league players here
locked up for a few more seasons, intent to add-on for 2024,
etc. A bunch of stuff for his consideration.
And, oh yeah, the money.

You may be right. But this move, although unexpected, is not a
repudiation of their policies up til now. Although the salary
is amazingly high for a manager, it is quite low compared to the
cost of free agent players. What kind of pitcher can they get
for 10 million per year? Another Smiley? Another Miley? And
the contract is only 4 years in length, in keeping with their
avoidance of long term contracts.
Previous to this deal, I expected the Cubs to make an attempt to
sign or trade for a top pitcher, perhaps a mid level pitcher to
replace Stroman, and a mid level position player. I don't think
this changes that outlook, since the luxury tax and roster needs
are unchanged. I will be extremely surprised if the Cubs go
over the luxury tax this year, especially for the acquisition of
a long term monster contract.
