More accurately, should say “originally from the Dominican
Republic.” Don’t know when his family left DR.

Well, that’s a 54 WAR player (almost all as a 2B) so if it works

I'm really curious to see if and how large a super-slot Rosario
will get. He seems like a mystery guy. Big, physical, he'd
seem to have big-power potential, and has a strong RF arm. Yet
he wasn't listed in top-250 prospect lists. At age 19, from New
Jersey and then at a sports academy in SC, I'm not sure scouts
wouldn't have had a chance to see him? So, have scouts seen him
plenty, and just didn't like his bat speed enough to think he's
work including in top-250 lists? Or for some reason has he
somehow stayed under-the-radar, but actually is a pretty big
talent to whom the Cubs have designed a pretty substantial
super-slot?

He is committed to Chipola JC so he didn't completely fly under
the radar. Chipola used to be at least one of the better JC for
baseball.

ArizonaPhil had a little write up about Rosario's situation, but
I am not sure I understand all the ramifications.
If he does not sign by the deadline (July 29 or so), and he goes
back to Chipola, he becomes a "draft and follow" player, and if
he signe for 225,000 or less, the money does not count against
the 2013 OR 2014 limits.
However, he does not say, if he doesn't sign by the deadline,
whether or not the Cubs lose the slot money of 325,000. I
assume they do, or it would be a heck of a way to get an extra
225,000 in usable slot money.

No, the draft-and- follow only applies to guys taken in rounds
11-20. Rosario is under same signing deadline as everybody else.
