Is he though? He had a hot start to season and has been hot
again in the second half. The rest of the time he has been well
       below league average.
       OPS By Month
       Mar/April: 1.054
       May: .654
       June: .567
       July: .733 (1.015 second half)
       [/quote]
Do only the bad months count, then?

It is 98 PA of good and 268 of really bad. He’s might be worth 1
fWAR if he gets enough playing time.

Well, oddly enough they’ve given him 850 ABs over 21-22 in two
contending seasons. They clearly believe he’s modestly useful
       compared to their other options.

"Bad" baseball players help teams win ballgames every day of the
       season. That's a quote.

Good ones help them win a lot more.
I don’t know if that was a reference to Hosmer specifically, and
I don’t know if he’s a bad baseball player. But the point is
the Padres have considered him useful enough to use him as a
regular while trying to compete. So maybe they’re not as
desperate to salary-dump him as some assume.

Rosenthal’s recent article says the Padres kinda have the market
       at a stand still.
       They are talking with
       Nationals-about Soto.
A’s- Montas/Murphy. The A’s have to be overwhelmed to trade
Murphy and a deal is more likely in the off season.
Cubs- Happ/Contreras +/- Robertson and Hosmer. Rosenthal thinks
he still needs to move his money.
Mets might trade with Red Sox if Contreras goes somewhere else.
He thinks Prellar fears the Dodgers will go after Soto if he
makes a move first, so he expects it to go the deadline unless
       the Nationals say no trade.

He’s produced 0.4 fWAR as a Padre. Sometimes a contract plays
       instead of production.

       A few things about Hosmer.
       1. He does better under bWAR (3.9 as a Padre)
       2. He plays in the NL park that depresses offense more than any
       NL park from 2020-22 (Statcast)
       3. His wRC+ in last three seasons is above average: 109-102-129
       (see 2 above)
       4. His bWAR in 2022 is 1.3, so he’s actually on a pace to be an
average regular in 2022 according to bWAR.
As a Cub, he would be an upgrade at 1B given the putrid
performance of 2022 Cubs 1B. Obviously, he isn’t worth close to
his contract but likely he would put up better offensive numbers
going from Petco to Wrigley. Also obviously, you better get very
nice player(s) back to take on that performance-to-contract guy.

One team is tanking and the other is trying to win. Hardly
       analogous.
