Is Birdsell a full senior? Or does he have another year of
eligibility left if he wants it?

Regardless of how he is listed, he may not have any eligibility
       remaining.

Even good seniors will come at some discount, just not a huge
       one.

       In 2014, Cubs drafted Jake Stinnett—a senior—2nd round #45
       overall.
As CBJ notes, there was a small discount with Stinnett but
signed very close to slot as a premier prospect at the time.

Not sure, you may be right.
But, found link below from one year ago that says Birdsell has
two years of eligibility remaining. Not sure if that’s accurate.

Cubs 7th rounder Nick Hull, Grand Canyon College pitcher, is
listed at school site as a Graduate Student.
I think that means, if he wants to sign, he has to pay into a
fund to help pay Birdsell’s bonus.
Will help to stay under slot.

Birdsell pitched only 7 innings as a freshman at Texas A+M. I
don't know the threshold for NCAA baseball; but I'm guessing
that 7 innings maybe doesn't exhaust a year of eligibility? So
I'd guess it might be correct that he's actually got one more
       available?
Still, he's 22 already and with the draft not till late July, to
come back as a red-shirt senior next year, and get drafted at
age 23 in July, that seems relatively unappealing.
Question: There is a draft-and-sign rule that is back in place.
Where a guy can go unsigned this summer, go back and play
another spring in school, and then get signed for up to $200K
without needing to go back into the draft. Is that limited to
JC players? Or could potentially draft-eligible sophomore (or
       juniors too) use that?

Wasn't Mark McGwire almost as good of a pitching prospect coming
out of college as he was a hitter?
Kind of fun that we drafted his son considering how much his dad
wore us out over the years.
