One thing I realized the other day when looking back at the 2012
draft for the Cubs, both David Bote and Matt Duffy were 18th
round picks that year.

I don’t see it as necessarily a Nowacrat argument. I see getting
major league ABs now as HELPING his future. His development is
likely to be enhanced dealing with major league pitchers
compared to lesser pitchers.
If Hoerner had a fragile confidence level (which doesn't appear
he does), then he would be a better candidate for Iowa now.
True, i think he’s the best 2B Cubs candidate now, a Nowacrat
notion, but the default position with him should be majors
unless shown otherwise if he struggles, for development
purposes.
Optioning him primarily based on service time factors—a guy with
1+ years of service time—would be one of the worst abuses of the
current cba. A really bad idea.

In any event, isn't service time expected to be a major issue in
negotiations for the new CBA? If so, wouldn't that suggest it
could be unwise to make important decisions based on the current
CBA?

The CBA establishes the rules, and both sides should adhere to
it. The agreement was that the player can only be held in the
minors for a certain period of time, and after a certain number
of MLB years, becomes a free agent. They even agreed on the
specific number of games that comprises a "year", for free agent
purpose. Any team that does not maximize the value they get out
of those specified six years is doing themselves and for that
matter the fans, a disservice.
