The #Cubs have reached an agreement with Mobile Christian
catcher Ethan Hearn who will receive 2nd round money to forgo a
scholarship to Miss. State. He is considered the best high
school catcher in the draft. They took him in the 6th round.

Collier is BA's 429th rated player. He's apparently more highly
thought of as a football recruit. Raw but has plus-plus speed.
Some teams considered him as a late Day 2 prospect.
He's committed to junior college, so maybe the Cubs could sign
him cheap while he figures out what sport he wants to play?

With someone like that, with signability issues, I suspect that
the Cubs would not have picked him if he hadn't agreed to their
offer while they are on the board. It isn't unusual for the
local scout to be right there with the family while the draft is
going on, if they have a close enough relationship with him.
Some of these better kids have been followed by the local scout
since little league.
