       The legal authorities have to work under very different
       standards and procedures than does a private association--as
       they should given that the former have power to incarcerate. The
       bar to prosecute is much higher--- as it must be. Way, way more
       complex and more factors to consider on all sides.
       MLB can and should have a lower bar. No reason MLB should not
       scrutinize independently any factual scenario  that impacts its
       business and its own standards, irrespective of the state legal
       process.
       If the factual scenario pertains to a person covered by the cba,
       then there is another layer of scutiny and protection for the
       accused. This is a big reason for unionizing in the private
       sector. Covered persons get a form of industrial justice that
       otherwise would be left to unfettered discretion of management,
       here, the Commissioner.

       New Keith Law mock out today.
       Surprisingly, Law has Cubs selecting the Oregon State pitcher in
       the first round!
       No, not that Oregon State pitcher.
       This guy:
       Drew Rasmussen
       Oregon State
       I think the Cubs would prefer to take a pitcher here, but they
       won't force the issue if they don't love the options. Rasmussen
       could have gone higher than this, had he been healthy all
       spring, but he missed half the year as he recovered from 2016
       Tommy John surgery.

       Law's guy has been 95-97 and ranked 100ish from the public
       rankings I saw. If he is the underslot guy that could be
       interesting.

       If you are going to punish a person based for an act, the bar
       SHOULD be high.

       Cubs have had work outs at Wrigley with Drew Fischer, RPH,
       Armhurst college who is from Illinois and hit 95 as a Sophmore.
       Spencer Strider, RHP, Clemson commit who is too 200ish, another
       short atheltic righty with a big fastball. Manuel from BA is
       also saying Dalton Varsho had an impressive work out with the
       Cubs.

       Varsho was a Cubs pick in one of the recent mocks. Would be
       interesting if Cubs took a catcher in 1st round.
       This is from today's BA draft notebook:
       There are a few teams interested in Wisconsin-Milwaukee catcher
       Daulton Varsho (No. 100) on the first day of the draft. Some
       teams believe Varsho can stick behind the plate and are
       enthusiastic about his offensive upside, while others see him
       moving to left field and are hesitant to bite given his small
       sample of performance against quality pitching.

       27. Cubs
       Mayo: Nick Allen, SS, Parker HS (San Diego) - I've had Allen in
       this spot pretty much from the get-go and I see no reason to
       change course now.
       Callis: Tanner Houck, RHP, Missouri - Chicago needs pitching
       much more than hitting and could grab two college arms with its
       multiple first-rounders. Coming into the year, the Cubs wouldn't
       have expected a shot at Houck, who originally projected as a
       top-10 selection.
       30. Cubs (Compensation pick for Fowler signing with the
       Cardinals)
       Mayo: Sam Carlson, RHP, Burnsville (Minn.) - Carlson is one of
       those high school arms who could go much higher based on talent,
       but could settle down to the bottom of the round as prep
       right-handers often do.
       Callis: Drew Rasmussen, RHP, Oregon State - Rasmussen also has
       come back nicely this spring, hitting 98 mph after having Tommy
       John surgery in March 2016. If Chicago wants a position player,
       it could snag California high school shortstop Nick Allen, the
       Draft's top defender.

       I think teams should evaluate where they would have taken
       Heimlich had the information on his juvenile record not been
       disclosed and that's where to leave him on the board.  Certainly
       they should thoroughly check his current state of mind, but my
       sense of fairness is that he shouldn't be punished for something
       nobody was supposed to know.
