The Red Sox do not think he could get ready to pitch soon enough
to help this year and they are out.

More precisely, Red Sox are "unlikely"---not "out" on Papelbon.
There's a difference. Still could happen.
Have seen no reporting on why hasn't signed yet. Enjoying the
personal time off? Nobody really wants him this season? Trying
to negotiate some kind of 2017 option with a club? Or, maybe
just no rush until rosters expand?
Thinking perhaps the latter. Piece below says would likely need
at least one week of rehab (frim Red Sox view) to be ready for
big leagues. Seems probably could do that in sim games or
whatever--no firm impediment to helping out this season and into
post-season if pitches well.

A player must be part of the organization before September 1st
to be eligible for post-season play. He need not be on the
25-man roster or even the 40-man roster but he must sign a
contract before September 1st for a team to consider placing him
on their post-season roster.

Right---didn't mean to imply will sign after the deadline.
Similar to Quintin Berry a year ago who signed late August
(minor league contract) and didn't get into a major league game
until after Sept. 1 or Austin Jackson acquired just before
deadline.
