I'm going to guess we take the best pitcher available that other
teams are avoiding because he might be a tough sign. Perhaps he
says he wants to go to school or whatever, but he's highly
rated. Probably high school or no more than a college
       sophomore.

I agree that, absent any specific information about any specific
player that might be available, a high school pitcher, perhaps
one with recent TJS, might be the way to go on the first pick.
They have the smallest about of pool money (something over 2
million if I remember), but 2 million should be able to get just
about any high school pitcher still available. Pick college
seniors with the rest of the top ten rounds if you have to.
After reading the interview of Hoyer, another thing that we
might expect is going after light hitting position players with
good arms that would be converted to pitcher. There are usually
a number of catchers, shortstops and third basemen with strong
       arms that might be interesting.

do we try to save with other picks and overpay him

That is the question. Do we overpay one in the hopes of hitting
a jackpot, or do we pay everyone slot in order to lower the
ceiling, but increase the overall floor?
If there is one Cease out there, do we gamble everything on him,
or do we spread it around and hope we get lucky that way,
perhaps getting a couple of Ryan Williams (Is he injured, by the
       way?).

Well if they are trying to find a TORP guy
       1.) Tall/thin high school pitchers
       2.) Pitchers with injury concerns
3.) Position players with questionable bats and good arms that
       have dabbled in pitching
The lefty they took from Vanderbilt last year was injured most
of the year and is back to pitching now. He might be a guy they
take at some point. I would guess the will do some senior signs
later, because they are pretty good at finding interesting guys
and hopefully they can find a Clifton or two.

Tough-sign overslot guys cost money. Money for over-slot is
       afforded by 3 things:
       1. overage on your high picks
       2. Underslot signings on your high picks.
       3. Senior-sign underplots on late picks.
We have no access to either of the first two sources. So I
don't think they'll really have much access to significant
       overslot tough-signs.
They may be able to go slightly over-slot, as with Hudson last
year, or DJ Wilson, or maybe one Carson Sands type, or one
       Underwood.
But for the most part I think they'll need to try to just out
scout the competition. As Blue says, out-scout on some
projectable guy. Outscout/outgamle on an injury-concern or
       rehab guy. Outscout/outproject on a position-to-pitching
       conversion guy.

I'd like to see them take Funkhouser if he's on the board. How
low could we go on him, considering his lack of leverage?

With Boras as an agent? Guessing not much.
Funkhouser is interesting. His stuff was bad most of the year
and he has started to get it back now.
