There was a Prior quality pitcher available in the 2001 draft,
and the team with the first pick did not choose an offensive
player instead, giving the Cubs a shot at him.
IF there are three Prior quality pitchers available in the 2014
draft, all it takes is for one of the first three teams to pick
an offensive player for the Cubs to have a shot at him.

True.
Now, when was the last time there were three Prior-quality
pitchers available in the same draft?

Zero pitchers in the draft are close to Prior. Strasberg in '09
was the only pitcher that has been close to him as a draft
eligible player. David Price was likely the closest to them,
but he wasn't at their level. Rodon isn't as good as Price
going into the draft. That doesn't mean they can't be good
pitchers, but a Prior level pitcher is freaking rare in the
draft, left alone 3 in one draft.
There are a whole bunch of pitchers that I like in this draft
and I wouldn't be horrible upset if they take one at #4. Turner
without power would be a faster version of Elvis Andrus, which
would be incredibly valuable 4-5 WAR player. If you look at the
injury rates with pitchers that would be very hard to turn down.
A 3-4 WAR SS, would bring an absolute haul in a trade.

I'm not sure how many "Prior quality pitchers" there have been
in the last 12 years, but not very many. It's easy, this longer
after he was drafted to forget just how special he was. But for
his injuries, he might have become the best pitcher in the all
of baseball.
Or ... what CUBluejays said (who apparently beat me to it, and
did so more effectively).

I'm too lazy to check all of the first 49 drafts, but I doubt
any of them had pitchers selected in all four of the top slots.
There are some good hitting prospects available as well. The
Astros might go back to their 2012 draft strategy, where they
signed the best available player (Correa) who would sign for
well below slot value and that let them sign several others well
above slot in later rounds.

I listened to the Fringe Average podcast this morning on the way
to the hospital. Mike Ferrin discussed the draft towards the
end.
1) Rodon is by far the 1.1 pick, but Parks would like somebody
to challenge him to make it interesting.
2) Marlins have been linked to Kolek at 1.2. Compared him to
Beckett. Big fastball no secondaries, he needs to keep the
weight down.
3) Ferrin saw Hoffman live vs Virgina. Ump was missing low
strikes that forced him to get his pitches up and that lead to
the HR. Held high 90's for the first 3 innings. 4 seam
fastball, 2 seam fastball and his change up are his best
pitches. The change was a little hard at first (90 mph). He
has an "a little" of the inverted W. Could fall to the Cubs,
could be 1.2.
4) Beede is inconsistent with his release point, shocker.
