I understand the BPA philosophy, but it's based in part on the
theory you can trade surplus prospects at position A for another
organization's surplus prospects at position B. Sometimes you
can, sometimes you can't. The Cubs' current prospect base is
heavily weighted toward infielders and right-handed hitters.
They're relatively weak at catcher, TOR pitchers and left-handed
hitters. If Turner is available at #4 and they believe he's
clearly the best choice, they should draft him. But if another
prospect is 99% as good and better addresses the Cubs' needs,
they should take him. Scouting is an art, not a science.

If your going to have a surplus of prospects, shortstops are
fantastic. They can usually move to multiple positions and they
are very valuable trade chips.

Stick at SS? Turner makes the Baez/Castro argument moot the
minute he's ready - he's a future gold-glover. The only
question with him is whether he projects to be a good hitter or
a potentially great one.

When Law doesn't rate him in the top 10, I would guess there
might be some difference of opinion as to whether he is a future
gold-glove SS who will be either a "good hitter or a... great
one." If you can be certain someone is at least going to be a
"good hitter" and a gold glove SS, AND has been clocked at 3.4
to first on a bunt... he would never miss anyone's top 10.

This.
This is why I'm so high on Turner - I believe he outclasses all
of our MI prospects on defense, and it's not even close. You
take a bunch of fringe average to average SS's and you move them
to 2B and 3B, with Turner at SS and Rizzo at 1B, that's the best
infield defense in the league. Lots of gazing into the future
there, obviously.
Most scouts agree that Turner has gold glove defense at SS,
world class speed, and much better patience at the plate than
recent speed demons, like Hamilton. He is, by all accounts that
I've read, a hard worker with good makeup. That combination
gives him an incredibly high floor, likely higher than Almora's
at the time of the draft, given that Turner has better speed and
has had success against tougher competition.
Barring injury, I don't see how he becomes anything less than an
annual 3 WAR player, and pretty quickly at that. There's not a
safer baseline projection in this draft. Think Elvis Andrus as
the floor - good to great defense with lots of SB's and a slash
line that's quite comfortable from the SS position. The overall
upside may be more limited compared to other 2014 draftees, but
even then, some scouts see +15 HR's in his easy, loft-generating
swing.

I'm ignorant about candidates for the draft, so I found this
interesting. Those who aren't interested in anything from John
Arguello will want to skip it.

Beede was throwing strikes his fall in limited innings. If he
can continue that, he might force his way into the discussion
for the #1 pick.

It seems that most teams with the first or second pick in the
draft tend to go for a power bat or power arm, so Turner might
actually survive until the Cubs pick. Though I generally don't
get too excited, or even interested, in things this early since
a good or bad spring can change prospect evaluations so much,
but I have to admit I am also becoming quite hopeful Turner is
available.
