To be clear, I have no intention of "rejecting" Sue as a friend!
Admittedly, I do see her style of parenting as somewhat
different to the rest of my friends with small children. For
example, my other friends are generally okay with leaving their
children with their spouse/other close relative for short
periods of time. There is one other friend who prefers not to be
physically apart from her children, but she normally brings her
husband who entertains the kids nearby, while she and I catch
up, which works well for everyone.
Also, while I don't physically see Sue regularly, we do text and
email a lot, so I hear a lot about what she does, including with
regard to Billy.
But I would never say anything to her - it's completely none of
my business! And I want to stay friends - it's just that on this
one occasion, I feel like my time will be better used in helping
my mum and seeing other friends.

"Sue...just wanted to let you know I will be in town helping my
mom and goign to a family reunion and won't be able to get
together this time. Next time I am in town we will go out for
drinks for sure!"

I think what a PP suggested would be the best way to handle it:
A time/place convenient for your other friends, but not
necessarily for Sue (and Billy). That way, you could let her
know and leave it to her whether to come. You’re not excluding
her/him, but you aren’t bending over backwards to accommodate
either.
