Always a good list to remember. Which one do you see most in
       play here?
I don't think the OP here is suffering from GSF. She knows Bob
is the problem and wants out, she's just not sure what to say or
if there's a "standard" obligation when you start a game.
To me, Tina seems to have a bad case of 1 & 2 with a side order
       of 4.

I think I’m playing the same game lol. Here’s what I would do:
when bob runs off; just continue. Instead of having the group
now wrangle bob and look for him; you take the lead. “0k, bob
has run off. What shall we do with these bandits? Talk to them
or just kill them?” The group will decide (sans bob) and will
complete with the bandits. After that, it’s time to hand out
experience points, which bob won’t get to take part in since he
       didn’t help with the bandits.
Bob will do one of the following next time:
       1. Run off and miss out on xp again
       2. Run off but come back and help so he CAN get xp
If bob just continues running off and not getting xp, y’all will
level up to level 2 characters and get bonuses and bob will
remain level 1. This might be enough to cure bob lol. (It would
cure me after missing out on xp once)
Bob seems like he may be trying to control the game. If he runs
off and everyone goes to hunt him down, the bandits may
disappear, but oh look, bob has lead you to some fighters who
want to help you! Don’t let bob lead.
I don’t think this really has to be discussed as a group. Take
care of it in game. If everyone decides to wrangle bob, maybe
you should decide not too. Tell them that they can all search
for bob but you’re sticking around to take care of the bandits.
It’s really frustrating when one person wants to control the
game play! And maybe he’s not. Maybe he’s just playing his
       character to a tee!

I also think you should take it up with your game master. I've
only GM'd a couple of times, but I'm always looking for feedback
on what the players enjoyed, what made the game drag, etc. The
GM is trying to craft a fun story for everyone, not just Mr.
       Dramatic.
A character I play and another character have had some mild
conflict, it makes for some fun arguments in game. But then the
player was away for a bit, and when he came back, I think he
forgot some stuff about his character? Anyways, it was from fun
arguments to the player trying to get the other people in the
group to put me on trial, leaving the room for secret
conversations with the other members, etc. It echoed some bad
experiences I was having with work where I was being excluded,
and I frankly didn't have a good time. I let the GM know. He
didn't take sides, he lets people play their characters as long
as they are heroic, but he did remind the other character of
some things. And he had an NPC (A non-playable character the GM
controls) let my character know I had their help and support as
needed. As a GM, he balanced it back out where it was enjoyable
       for everyone.

As an update, we played on Friday and Bob has bowed out in favor
of another group. Tina described the other group as a bunch of
guys playing surly/coarse characters and going in "a different
direction" than our group. I believe that Tina must have spoken
to Bob about the issues that I was going to raise with her.

Oh boy. That's going to be a fun group to run. I hope there's
enough room on the rooftop for all of them to squat in Brooding
       Super Hero Pose #2. ;D

At least you can now have some enjoyable games while Bob & Co.
go scratch & belch and brood darkly on their own time.
