I would bring gifts for them all, simply because I am visiting
them, and I want to create a connection with them.
It will actually be more effective with the older kids--they can
actually comprehend that I've made a gesture of outreach!
It doesn't have to be terribly expensive, but I would probably
put in some effort to find out what they might like.

What about one gift for the whole family? An experience gift
would be nice. A trip to the zoo or a place of local interest?
The baby and the toddler would likely be free admission to most
places.

If I had a friend who brought gifts for my younger 2 children
but not the older two (especially at Christmas) under the guise
of "well, I've given those kids gifts already" I would be
appalled at your rudeness and apparent lack of regard for my
older children's feelings.
It would not look a bit unkind, it would be very unkind.

But I think OP was talking about specifically baby gifts, like
for when the baby was born, not Christmas or birthday. In the
case of the two year old, she missed bringing something at the
appropriate time and is making up for that. (Although it is at
Christmas, if the gifts were wrapped in the appropriate baby
paper, I am sure the older kids would understand, or it
wouldn't be hard to explain it to them.)

Yes, thanks Pattycake, that is exactly where I'm coming from. I
gave the eldest two baby gifts when they were born, but not the
toddler and the newborn. I'm definitely not looking for excuses
not to gift the eldest two, and certainly don't want to hurt
their feelings (hence the whole reason for starting this
thread!)
It looks like the consensus is to gift all four children, so
I'll definitely do that! (and thanks for all the great ideas!).
They'll probably be more "fun, token gifts" rather than anything
extravagant (FWIW, the 11 year old is a boy and the 8 year old
is a girl). A poster suggested taking them out to lunch, but as
I see them so rarely, I don't really have that sort of
relationship with them.

To my mind, there's really no point at all giving a present to a
new baby (as opposed to giving a useful baby-related present to
the parents) unless it's a 'heritage' present that it will
appreciate when it grows up: e.g. a silver mug, a bottle of port
to be laid down till s/he reaches drinking age, savings
certificates, etc. If you had given that kind of present to the
elder two, say for the sake of example a silver mug, they
probably wouldn't feel left out if you turned up with a silver
mug for each of the babies; they've both already got one; they
should be old enough to realise that this just equalises them
all. Alternatively, if you turn up with really babyish things
for the younger two that they are far too grown-up to like,
wrapped in baby paper, they shouldn't feel too jealous that you
haven't brought anything like that for them too. However, just
to keep everyone happy you might bring them each a small
trifling present so they know they're not being snubbed.

When there is an older sibling I have been taught to bring
something for them. It can be a thin book for each, cookies to
share, stickers, but SOMETHING to shift attention momentarily
from new intruder.

We give a nice baby gift and then something small, like a
sticker book or Little Golden Book to the older kids.

The OP says the oldest is eleven years ago. If you give books,
give a chapter book for that kid.

I’ve done a couple of Matchbox cars and lip gloss sets, too.
