       Locking a thread/Moving a thread

       I've just returned from the bowels of the machine where I have
       turned off the function that had allowed individual posters to
       lock or delete their own posts.
       
       I also turned on a feature that would allow members to move
       their post.  So, if you initially post in the wrong category, or
       if a thread turns from a general discussion into more of a
       "hugs" thing, the user can move it.
