Right JEM, but what you wrote sounded like you were indicating
that only billable people can have a business impact. Even in a
law firm, someone in a support department or role can implement
changes that result in large cost savings for the firm. Small
changes to credit card processing methods, for instance, can net
       thousands in reduced processing fees.
The fact that colleagues who do the same work as JPCher have
previously been promoted would indicate that it's possible in
her role to do what is needed to get a promotion.
I suspect from what the new lady said that this is just a bad
time within the business and it will not be considered.

This is a very odd and frustrating situation. Clearly, either
Karla or Kathy are blatantly lying to your face. I know you
don't have a contact number or email for Karla, but is there any
way you could track her down online, maybe through LinkedIn?
I get that you like your job overall, and feel too "old" to be
changing jobs, but honestly if this were me, I'd be so pee'ed
off that I'd refuse to stay out of principle. At the very least,
I'd put my resume out there, to see if I get any nibbles.

I have to admit that I'd be pretty upset, too, and would be
putting out feelers just to see what else is out there. It's
nice to know what your options are. Sometimes that's left me
with a new appreciation for my current position, sometimes not.
Although I seem to change jobs every 5-6 years, I can understand
the value of staying in the same place long term. But if you're
not feeling valued, it might be time to start looking. These
days, very few people stay in one place for their whole career
and unfortunately, it seems that changing companies is the only
way to get a decent raise and/or advance. Those who stay in
place get smaller raises, in my experience. I think it's
foolish for companies to not work harder to reward their loyal
employees, but that seems to be the way of the world these days.

I wonder if looking for a new job will make you feel more
       empowered generally.

Thank you all for keeping up with this thread . . . I appreciate
your thoughts about looking for a new job, just seeing what's
out there, because those are excellent points that you bring up.
But I'm not going to leave my company. So I have to do what's
best for me during my remaining years.
Last week I had to write up my own review. Kathy doesn't know us
("us" meaning Karla's other direct reports) so she wanted us to
self-evaluate. Ugh! I'm not one to toot my own horn. I went into
this dreading the task because I didn't want to sound like I'm
bragging. I'm humble like that. ::)
However (okay, I'll brag here ;)) going through my "Kudos"
folder (I keep comments from customers, etc.) I realized that I
received 8! bonus awards since last January. One was from an
admin with the comment 'Thank you so much for completing this
task in record time. You always come through with last minute
notices. I appreciate everything you do for us.' ($25 bonus) but
others came from directors and even the CEO of my division (much
higher $$$ rewards). It's not the money, but the words on the
       awards is what touched me.
Reading through those comments on the awards . . . empowered me.
(Thanks, Toots, for that word. ;)) The comments excited me,
reminded me why I still work here . . . customer satisfaction.
Comments were not only how I did a great job but stated facts on
       how I impacted the project.
I included 4 of the top quotes in my self-review along with a
few statements of what I've accomplished (giving proof and using
words from the next level job description ;)) along with what
I'm looking forward to achieving in the next year.
So I think I'm on the right track . . . Keeping Kathy informed
as to what I'm doing, allowing her to form her own opinion of me
and, most important, satisfying my customers.
       Just keep swimming . . . ;D

       Good for you!
I absolutely hate self evaluations because they put us in such
an uncomfortable spot. I'm glad you had your kudos folder to
fall back on. I totally understand why you would want to stay
put. I hope Kathy comes to see how valuable you are to the
company. Even if she doesn't, if you can find a way to be happy
where you are, That's all that really matters 😊.

So, what's going on with my promotion? UPDATE #11, OP #34, UPDAT
       E #36!
By: jpcher Date: January 30, 2020, 4:47 pm
       ---------------------------------------------------------
I received the BEST annual review today from Kathy. ;D
Since my last post Kathy has moved on to bigger and better
things beginning Jan 1 of this year. Terry is now my manager.
Terry was direct report to Karla, managing a team of designers,
etc. from our headquarters (mentioned in my OP). Terry was in on
       the phone call with Kathy.
Kathy has seen my work for the past year. Boy-oh-boy (I told you
she was a talker ;)) she kept talking about how wonderful I am,
the things I've accomplished, the glowing comments she's
received from my customers (from admins up to CEO), scheduling
the workflow, and how I received the most bonuses amongst all my
peers (only 5 this year instead of 8 last year LOL), etc.
I was very flattered and impressed. I told her thank you very
much for those words. It means a lot to me. Kathy said "Your
work shines. It helps us be a better team."
       WOW!
Then she went on to say that she rated me as "Excellent" which
is the highest rating and apologized for no documentation
earlier (she didn't get into specifics but I knew what she
meant), said that I was doing all the work of the next grade
level and told me that I should pursue a promotion.
I'm very happy that Terry was in on the conversation. Now I need
to get in contact with her for a 1:1 to discuss. I'm not going
to rush into it because promotions are mid-year things, but I'll
send her an email next week asking if we could talk about how to
proceed. She's been my manager for only a month but she's been
in on the weekly team meetings we had with Kathy for the past
year, so she knows my work.
At least, this time, I have documentation from Kathy (put into
       our employee record system).
       Keep on swimming! ;D

This is the BEST update!!! Congratulations on the glowing
review; it sounds like it was way overdue, but that Kathy
understands that. I hope that Terry will continue the momentum
for you. But either way, it sounds like by keeping focused on
your work that you have won an advocate in Kathy! Way to go!!!

       you.
