       Honestly, it sounds like Tiffany should be put on a performance
       improvement plan and then when she fails it, she should be let
       go.
       But if that isn't going to happen, I agree she should get more
       training. Maybe from the OP, maybe from someone else in the
       office who knows how to do these things.
       And the OP needs to document how much time she spends on
       Tiffany's tasks and make sure OP's supervisor is aware of this.
       And any time there is a conflict, loop in OP's supervisor and
       make him/her determine the priority of tasks.
       Why a company would prefer to keep a sub-standard employee
       around, when they could hire a competent person for the same
       money, is beyond me.  What with Tiffany's supervisor not
       supervising and the desire for low turn-over vs. competent
       hires, this sounds like a dysfunctional workplace.

       Yes, I know. I am a lawyer. It was just an example of the fact
       that a lawyer can (arguably) do anything an admin can do, but
       not vice versa. I am not saying admins are not valuable. I am
       saying they are not attorneys. If an attorney cannot complete
       actual attorney work because she is doing admin work, that is
       not a good use of resources.
