Can you take some time over the summer period to have family
outings with just your family? Or, if you're feeling generous,
an outing that includes all of the cousins? This would give
your son time with his cuzzies or be a special outing just for
him/his siblings. You could even do a mix of the two.
I know its hard working from home but what I'm suggesting is no
more than an afternoon a week over the summer holidays - making
it a special time.
There's also a possibility of him spending time with his older
siblings (only works if they're significantly older) on his own
- just him and his big sis/bro.
And it would give him something to say/talk about if Grandma's
Summer Camp comes up in conversation - he's got his own Summer
Camp he can talk about...

That's basically what I think. That the woman either just
doesn't get it or she's just got her own selfish reasons for
behaving like that and she just doesn't care. It's pretty sad
really.

Even if we buy the idea of her simply being overwhelmed by too
many kids for Grandma Camp, that doesn't explain why she and her
husband and son are never included in the family outings to the
zoo, etc. when the other parents are also present!

I would start having outings (or invites) to do things with the
cousins one family at a time. Invite one family unit to go to
an event, and another unit to go somewhere else. Invite MIL to
a different thing if you want to, but not to these. The main
issue is getting your son involved with his family and not feel
like he is left out.
The grandma camps will eventually end as teenagers become very
hard to schedule usually (at least mine!) and going to grandma's
is ok for a few hours but not everyday.
