I have been wondering why no one called officials of any kind to
have theme removed? Or did they just keep coming back?
The video clip & accompanying comments do not mention any calls
to get these "guests" removed.

My first thought was: how do they get their lawn mowed and the
shrubs trimmed neatly all summer, with bears - bears with cubs,
yet! - roaming the garden?

Wow. I'd have called animal control pretty quickly and started
escalating my efforts to get rid of the bears (either by warding
them off or killing them and removing their carcasses) in the
first week, let alone 10 years.

You can't just kill a bear, unless you want some serious
problems with the federal government. Hunting bears is really
restricted, and there are occasional calls for people having
killed one in self defense.
Animal control would relocate if they were a menace, but
depending on where you live, you just have to deal with it. For
the most part, they are easy to get rid of. Firecrackers, horns,
dogs barking, and I've seen videos where cats have chased off
bears. They don't like loud noises, and from their video, they
just take the bears as part of their normal day.
