Debbie was incredibly rude. And if, as you say, this behavior
isn't completely out of character for her, I would distance
myself from her.
I think Debbie's rudeness extended beyond just being rude to
Hailie. She was rude to the whole table because if, in fact,
Hailie is attempting to buy friends, that includes all the rest
of you, which means Debbie believes that you (and the others)
are ok with being bought! Ugh.
I'm not sure what anyone at the table could have done to
mitigate this in the moment. I think anything anyone else might
have said would have served to escalate things instead of tamp
them down. So I agree that it was probably best to just let it
lie. But yeah, I'd be wary of Debbie (and her co-conspirator!)
in the future.
Coincidentally, I just had a birthday party for myself which I
FULLY hosted at my house. I invited lots of friends and provided
dinner and alcohol. I specifically told everyone NOT to bring
anything because it was my pleasure to celebrate with my
friends.
Is this buying friendship? I sure hope not. And it's not all
that different than what Hailie did. She hosted a birthday party
for herself. Perfectly normal and acceptable!

We all met for another friend's birthday the other day.
Hailie joined us and had thank-you cards in her bag for everyone
who had come to her birthday meal, each one with a personalised
message thanking the receiver for their gift. Again this isn't
something we normally do so it was a pleasant surprise. To me
this suggests that Hailie is just a really generous person, and
I'm even more glad that she didn't take too much offense at
Debbie's comments.
Debbie sat at the opposite end of the table from her, so they
didn't speak once.
