The past can't be changed but now that your mom knows the friend
will make lunch, she can prepare for next year. She can give a
heads up that it was "sweet of you to pack a lunch last year,
but I'm looking forward to my once a year burger so please don't
through the trouble of making lunch for me." Something like
that.

That's EXACTLY what I thought of. As for worrying about it
having been in the friend's handbag, I'm going to assume it was
properly wrapped to stay as fresh and sanitary as possible.
Rose Red also had some excellent advice for next year. Mom
definitely should tell the friend (maybe a few times) how much
she's looking forward to her carnival food treat.

Same here! I would have just "saved it for dinner" and queued up
anyway.
And I agree with the idea of this food not being properly
stored. An hour or so, ok. But all morning would have made me
think twice about eating anything like that if it hadn't been in
an ice chest at least!
And yeah, for next year, just tell the friend in advance, now
that your mum knows the friend's intent.
