If so, you were lied to. White chocolate is made from cocoa
butter with the cocoa solids removed and replaced by milk
solids. Anyone who has a bad reaction to chocolate in general
will probably not be able to eat white chocolate.

I think the confusion here is that in the States, at least, we
have the "white baking chips" which do not have cocoa butter in
them. They are also not labeled as chocolate but you will often
see them referred to as white chocolate.

Ah, that makes sense. As far as I know they aren't sold here:
certainly I've never heard of them before, let alone come across
       them.

       If it's GOOD white chocolate...
       the chips are usually good.
But I've had some white chocolate that tasted just like candy
melts, without the "cocoa butter" meltiness

My "white chocolate baking chips" from Whole Foods' store brand
       (365) has cocoa butter as the second ingredient. And "chocolate"
       in the title.
Though Ghirardellia's have palm kernel oil! But they actually
won a taste test (Taste of Home is pretty reputable), and I've
used them many times and been happy.

Most of those there have palm kernel oil, and are called "white
morsels" or "white chips" without the "chocolate." But they tend
       to be decent enough.
I've gotten waxy white chocolate breakup from candy stores, and
some other brands of white chips aren't that enjoyable. But most
       are!
