A Question for Canadians

I have a ‘this day in history’ daily calendar. April 17 was
said to be the day on which Canada became fully independent.
If that’s true why is Canada Day celebrated on July 1?

Not a Canadian, but I got too curious to wait for an answer.
I wondered if it was something like, we celebrate Independence
Day, but they celebrate the Signing of the Constitution Day.
Because it's one thing to become independent, and another to
form a new government.
And Wikipedia tells me:
it celebrates the anniversary of Canadian Confederation
which occurred on July 1, 1867, with the passing of the British
North America Act, 1867, when the three separate colonies of the
United Canadas, Nova Scotia, and New Brunswick were united into
a single dominion within the British Empire called
Canada.
