I like this idea, but I'm not sure you can send it to the scrap
yard without proper paperwork and approval of the owner.
Like others, I'd check local laws. You might be able to have it
towed and have him charged storage.
After checking the laws, I'd send a last notice text, email, and
registered letter detailing what will happen if it's not
removed.
My concern would be that the jeep damages the equipment used for
cutting and bailing hay. Either way, Zack needs to understand
there will be consequences for not removing this jeep.

If the Jeep isn't titled (from the original post), is there
other paper work needed?

In most areas the Jeep would be considered abandoned and you can
do with it what you choose. You should check your local laws.
Since this is Zack's property I would send him a certified
letter stating he has until a certain date to have the Jeep
removed or you will have it removed yourself.

Wait -- I missed the part about the Jeep not being titled. Is
it, in fact, truly Zack's Jeep? Does it have the expired plates
on it? Is it registered at all? This raises a red flag for me.
I think you should go ahead and give him a deadline (end of next
week, no longer) and at the same time let him know that if the
vehicle is not removed by the deadline, it will be considered
abandoned and you will be contacting the Police.
Then, please do get the authorities involved. Do not move the
vehicle yourself. If it turns out to be stolen (may be
farfetched, but who doesn't register their vehicle?) you'll be
in a world of hurt if you try to handle it yourself.

I think there may be some confusion over the difference of a
vehicle title and a vehicle registration. I admit to my own
confusion and would want to be very certain of all the
circumstances before taking action.

did it come from? Who brought it and from where/whom?
But if it's Zack's responsibility, send him a registered letter
and by email* him telling him he has until X date to move it or
your DH will somehow legally get rid of it. Please note I don't
really know about this kind of stuff.

So in the "offroading" world, its not unusual to end up with an
old, not titled, usually mostly junky 4wd type of vehicle. We
have one. These groups fix them up, alter them for offroading
and you trailer it to an offroad area and drive it around. Many
times there are no tail-lights any more and DH's cousin has one
that doesn't have any doors. So basically they are driving
these things for fun until they are so messed up they don't
move. Its supposed to be fun. Ours is currently sitting in our
yard with only 3 tires. I don't know where they started life,
but these things exist in many places. Zack's actually runs and
is in good shape, but many don't like driving it because its a
stick shift, which I kind of why I think he doesn't take it on
offroading outings for the past couple of years.
DH did try messaging Zack again yesterday, and Zack is ignoring
him. Awesome. DH says if he doesn't respond, he'll get Zack's
address from DH's cousin (or cousin can accept it whatever he
wants to do). But it will be gone soon. We cannot send a letter
as we don't have an address for Zack at least yet.

If this were in my county, the car would have been scavenged for
parts long ago.
You could always call the civil division of your local law
enforcement and ask them what you to do about the jeep.

Well good news, Zack finally responded yesterday and said it can
be brought to his house and gave the address, so we are
delivering it on Sunday. Also he mentioned that he was never
told it was being taken to MIL's house in the first place, and
didn't know that's where it was until April when I mentioned it.
I don't exactly think he's innocent of any bad behaviour since
DH had to prod him to take his own property back, and he didn't
ask where it was going when the shop was sold in December.
I do however wonder why MIL & BIL kept saying that Zack didn't
have anywhere to keep it and he'd get it when he could starting
over a year ago. Seems some communication was missing
somewhere.
I have seen MIL and BIL make up things instead of actually
dealing with issues. I"ve heard stories from them that they are
"working on x problem" then you find out they never were. Its
kind of annoying and although usually it doesn't affect DH or I,
sometimes it does, like in this case. I can't help but wonder
if Zack was told the jeep needed to move by the shop's closing
date in Dec he wouldn't have dealt with it himself. I just don't
get it. Instead DH and I were asked to move all the vehicles
that were on the property as if there were no other choices.
Frustrating.
