I agree with other posters. If you're not chatting loudly on
your phone, or taking heaps of photos of your food or other
diners, I think you'd be fine.
And honestly, if the restaurant was to demand that you put your
phone away when you're a lone diner who is clearly just reading
or browsing the internet, I think they'd be ridiculous and
unreasonable. Yes, I get that "rules are rules" and the
restaurant has the right to set whatever policies they see fit -
but at the same time I think sometimes common sense needs to be
used!

This is my feeling exactly. And what’s curious is they have not
posted a dress code. I’ve started worrying about that now.
Another poster said they are fine with out their phone, but
didn’t mention books or anything. I would hate to just sit there
for a three course meal, watching other diners, the staff or
staring into space.
I can stare in to space quite happily, but the problem with that
in a public, sit down space, and I find this even on the subway,
if your eye-line falls close to anyone else, they think you are
looking at them, and the feeling is strong enough that they will
check more than once.
I just can’t sit with nothing in this circumstance. I can sit in
a car or on a bus or on a train and just stare no problem. But
in a restaurant, I will look at staff, overhear conversations
and look at people, check out what shoes people are wearing, who
is sitting with whom and often wonder “she’s with that guy?”.
And glances from my book or phone are ok, but absolutely
nothing, I just can’t pull that off.
A hardcopy book is so much harder to keep open while eating.
I’ve done this before. Trying to place your plate over the book
so it stays open, is not a good idea. The book will close.
So I can tuck a napkin or a piece of paper in the book while I
cut or fork or whatever, close the book, open the book, use my
napkin, etc. Maybe I will bring a sketchbook and doodle.
I do think that while times change, so does etiquette. And “no
photography or videos while in this restaurant” is a legitimate
rule. No talking on a cell or watching videos, is also a good
rule. But reading on a modern device, or “window shopping”
should be ok.
Nonetheless, I will bring my big old lady bag, with a couple of
book options and some magazines.
I’m also doing a wine tasting by myself. I wonder what that will
be like.
But it’s strange that there is no dress code posted. It’s a
mini-break in spring so I have some nice casual dresses, but I’m
walking everywhere so I have cute runner to wear with them. I’m
bringing my awesome expensive pair of boots, but only have a
black pair of jeans to wear with them. I’m sure either of these
will be fine.

Update: I forgot to bring the books. I took my cell phone to
the restaurant and I’m so glad I did.
I was sitting by myself and the service was quite slow and while
I had a large painting to stare at and the music was lovely,
waiting for service and the food while just sitting there was a
bit much for me.
I didn’t scroll or type on the phone, because I worried that it
would be distracting but the place wasn’t full and the other
tables where large, so they were focused on each other.
I read some of “Carry, On Jeeves!” on my phone which I think was
a great idea because those stories are so funny it kept a smile
on my face, so I hope pleasantness all around.
By the way, the hotel has a phone right beside the toilet, maybe
it’s for emergencies? But I thought that was a bit strange.

Thanks for the update, Contrarian. I'm glad it all worked out
for you. Reading funny stories, keeping a smile on your face,
was a brilliant move. Nobody working at the restaurant is going
to disturb a customer who is obviously (and quietly!) enjoying
themselves.

I know my workplace has a phone in every bathroom. However,
there is a sign next to them "Dial ext. XXXX to report any
problems" (plugged up toilet, out of TP, etc.) Maybe those
phones by the restaurant BR were the type that dialed directly
to maintenance?

Sorry, I was unclear. The phone next to the toilet was in my
hotel bathroom.
There is also a phone on the desk in the hotel room.
The phone next to the toilet, has buttons directly to the front
desk and housekeeping. But you can really only access it if
you’re sitting on, or I suppose, laying near, the toilet.
It’s a really old phone and an old hotel. I’m not sure what the
thinking was. Maybe in the times before cell phones, drunken
throne huggers may have made use of it? Or someone having fallen
while stepping out of the shower? Who knows?
