       Does My Refuse/Recycle Bin Offend You?

       The other day someone started a discussion on my "Next Door"
       concerning the fact that many people are leaving their blue
       recycle and black refuse wheelie bins in the street for more
       then is necessary after pickup.  This is making vehicles have to
       keep dodging them.  Mention was made in the discussion
       concerning where the bins should the stored between pick up
       days.  I said that my next door neighbor parked his next to my
       property line near the side of his garage.  This location puts
       them in a direct sight line with my front porch which is mostly
       on that side of the front of my house.  We have chairs, etc
       there so that people can sit with a cup of coffee or whatever
       and I am tired of seeing these bins when I'm doing so.  Our HOA
       prefers that homeowners put these bins behind their wooden
       privacy fences.  (We all have wooden fences and gates around our
       back and side yards.
       I said that I was in the process of installing a large trellis
       and vines so that I'd have a pleasant view from my porch.  I
       offered what I'm doing as a way to let others know that there
       are creative ways to deal with these bins.  Well, people laid
       into me for suggesting that the bins might be unsightly and
       someone might not want to have them staring them in the face
       from their porch.  A few people even said that they would do
       whatever they wanted with their bins and that we had bigger
       problems then talking about bins anyway and in some
       neighborhoods everyone kept them in front of their houses - so
       there!
       Would anyone care to comment on the fact that I expressed that
       I'd like to see a nice view rather then refuse bins from my
       front porch?  I didn't think that what I said would offend
       people so much.

       They probably saw themselves in your comments.  What you were
       offering as a (one of many possible) creative way to deal with
       the bins, they took as direct criticism.........earned or not.
       I think it would be more prudent to research local ordinances
       pertaining to items left in the street.
       Also research the wording of the rules of your HOA.  You've said
       the HOA "prefers" residents keep the bins behind their fences.
       It could be a "rule" that's enforceable by whatever means the
       HOA uses.  If it isn't, perhaps it could be voted as one at the
       next opportunity.

       I think you referencing your neighbor outright probably put
       people off. Had you instead said “I’m planning on using
       trellis/landscaping to create some more privacy and block views
       of trash bin storage” without complaining about how your
       neighbor chooses to store his bins, you probably wouldn’t have
       gotten such a bad reaction. To be honest, it would have put me
       off too.

       Our neighborhood plays dodge the bins every week. Our trash and
       recycling is collected after people leave for work and the
       collectors just toss the bins back toward the general vicinity
       of whence they came. So bins and lids all over - especially on
       windy days. The collectors could do better but to my knowledge
       no one has ever called the powers that be to complain or even
       suggest improvement. We all just deal with it. Many just put the
       bins (and lids) back in each others driveways. I'm now an
       authority in which neighbors own which bins and lids.
       Since I'm one of the guilty people who goes to work before the
       collectors come, I'd be playing the best defense is a good
       offense in that discussion. Probably that is what people in the
       discussion about the storage location of the bins were doing.
       They are not following the HOA guidelines or rules about keeping
       the bins out of sight and don't want to, so they became
       defensive and went on the offensive. But you weren't telling
       anyone to keep their bins out of sight. You were suggesting what
       people can do for themselves to create a nice view for
       themselves without asking neighbors to change where or how they
       store their bins.
       I'm curious, how did the discussion about the empty, travelling
       bins get? Anyone get defensive?

       If it ever does come up for discussion, there is a much neater
       system. In our area each home has a small dumpster on wheels
       that has a hinged lid. It has a small metal bar on the front.
       The truck has a mechanism that picks up the little dumpster by
       the metal bar and empties it into the truck. then puts it back
       down. The haulers don't touch the bin, lid is attached to the
       bin so doesn't fly off, and you never see bins tipped over. If
       they ever decide to upgrade or change haulers, this is the way
       to go.

       Thank you Lakey. My city does use those for the recycling and
       they are much better. I don't know why they are not used for
       garbage. Maybe the contract with the private garbage company
       they hired?? Though it's been 15 years that we've been using the
       better recyling bins. You'd think the garbage contract would
       have renewed in that time.
       The ways of [s]politicians[/s] government are mysterious.

       I was driving through an area neighborhood last week and noted
       the problem of bins in the street. My thinking is to notify your
       city or county officials and have them ask waste management to
       return the bins to the sidewalk. Aside from a strong wind, the
       binds shouldn't be in the street.
       In your case, I wouldn't like to see or smell someone else's
       garbage bin. Perhaps contact your HOA about these being placed
       in the backyard by a certain time after pickup?
