The length of time waiting issue has me thinking and I can't
come to a conclusion on it.
It's not just incumbent on the person waiting to park to be
courteous of others, it's also incumbent on the people getting
into a car and pulling out of it be courteous of others.
And those leaving such a parking lot also need to accept that
with others coming, going, walking, packing, parking, unparking,
wait will be involved.
Parking lots like the one the OP describes are brutal. Everyone
needs to be prepared to wait.

Almost 5 minutes? Sorry, you didn't have a spot. If the people
leaving were taking that long, you needed to drive on so others
could exit the parking lot.

It's a fact of life that you might get stuck behind someone
waiting for a space in a parking lot. It happens. And if someone
is loading up a child in a car seat, that takes time.
I don't like waiting either, but I recognize that it happens
sometimes. I think as long as you have your blinker on, and it's
obvious that the spot you're waiting for is, indeed, going to be
vacated momentarily, it's ok to wait.

The key word is momentarily. I'd define anything under 1 minute
(a literal 60 seconds) as momentarily. Five minutes is too long;
this went from expected to inconvenient at 60 seconds waiting
and from inconvenient to rude at 90 seconds.

IMO, blocking someone in for 5 minutes is way too long. That is
why I never wait for a parking space when someone is loading
kids and I know I'll be blocking others. Circling the building
would have taken less than 1 minute and is what I think is the
kindest approach.

I agree. I never wait for children even if it's the best parking
spot in the lot because it takes waaaaaaay too long. We've even
backed out of the lane if we're stuck behind a car waiting for
the spot where the parked driver has children to take care of.
