       There's an intersection like that near me, too: a left turn
       lane, a straight lane, and a straight-or-right lane. If the
       straight drivers only used the middle lane, traffic would be
       better for the people turning right, but that's a small portion
       of the drivers at nearly any time of day. Putting so many people
       in the middle lane would back up traffic severely, even through
       the next closest intersection.
       So straight drivers using the dual-purpose lane is crucial for
       traffic flow here. That guy on NextDoor would have deserved the
       backlash if it had been this intersection!

       I disagree with this as a standard.
       Etiquette is not the same as law. Nor is morality the same as
       law. You can do lots of things that are wrong but are still
       legal.
       In this case, I think it's very easy for someone to not realize
       that they're creating trouble for other people, so I'm not
       willing to call it rude.
       But as a general standard of judgment, "legal" is not the same
       thing as "not rude" or "polite" or "right" or "not wrong."
       It's just "not illegal."

       Others have touched upon the suggestion that the person in the
       right lane could/should move to the center/ non-turning lane
       when approaching the light (especially if they know or suspect
       they won't make it though the light) to accomadate those in the
       right lane that intend to turn left and then move back into the
       right lane after the intersection.
       I think, in general, a person weaving in and out of traffic
       causes more problems to the flow of traffic than what occurs
       from having to wait to turn.  While i have no direct sources,
       everything I've ever learned about driving encouraged one to
       change lanes as little as possible.

       Sometimes "rude" is illegal...but, people do it anyway as long
       as they can get away with it.

       I was involved in a situation today that brought this post to
       mind with a little twist.
       The situation was that I was at an intersection in a right turn
       only lane that is regulated by a stoplight.  The person at the
       front of the line (I was third) would not turn "right on red"
       even though it is allowed at that intersection.  I wondered how
       the man in the OP would have felt about that.
       I guess we have a little more patience around here, because
       nobody honked even when the way was completely clear to turn.
       I do think the traffic lights could be changed a little to help
       the situation.  This is a large intersection where those turning
       left have specific times to do that with a green left arrow.  If
       there was a corresponding green right arrow like I have seen
       around here, it would make it clear that one could turn right
       without issue.

       But, I remember when I first moved to CA from NYC people honked
       at me in this situation once or twice. The thing is a right turn
       on red was not permitted in NYC, but it was in Los Angeles. So,
       I was sitting at the light because I didn't realize I could make
       that right turn.

       We are ALWAYS having to remind ourselves that we can turn right
       on red.

       When we would drive in NYC, we were always having to remember
       that we couldn't turn right on red. I wasn't the driver once,
       but was in a van with a group from work and the driver got
       pulled over for a right on red. The policeman looked at his out
       of state DL and had sympathy for him.
