When I was a kid we were always taught that you shouldn't
interrupt a conversation (usually grown ups') unless it was
important. But, you could join in (my family encouraged kids to
think, have their own opinions and interact). But, if you were
going to interrupt a grown up conversation, you didn't scream
"STOP!" You said, "Excuse me." My experience with younger
friends and their kids is still that they are (mostly) expected
to show that kind of mutual respect. So, hopefully, this mother
and child are still the exception, not the rule.

Safety trumps etiquette. If someone is interfering with my
driving, then I will tell them to stop. I might soften it later
with an explanation of how dangerous it is to distract the
driver. I would be irritated with the mom for not stepping in
first.
