I'm certain this was a thing, but the original wedding
announcements were sent the day after the wedding, so there
wouldn't be time to have a photo.

I got married in 2006 it was just hubs, his boys, my dog and the
Justice of the the Peace on a beach. We sent announcements a
few days later:
Time moves so quickly and so, too, does life
We were so anxious to be husband and wife
Our days were full, our schedules too
So we ran off to say our "I Do's"
Jane Dow
and
John Doe
married
April 16, 2006
Beach location
and are now at home at
Anywhere USA
We did get some lovely gifts and many touching cards/letters.
I, of course, sent thank you cards to everyone, :)

Writing in late to say that I think it makes a lot of sense in
your case.
When I was married in the 90s, the guest list was just under 100
people, which had my MIL struggling to get her list that
"small"... So she made a list of people to get announcements. It
really WAS 'you didn't make the cut' and I was so uncomfortable
with that thought we decided against sending any. Those people
all learned by word of mouth. To this day I still haven't even
met anyone on that list that were soooo hard for her to leave
out!
