I have neighbors like that. Don't use their garage for whatever
reason, or don't like to park in tandem, so they park wherever
they like. They inconvenience others so they themselves can be
convenienced. *sigh*
Since they might be the "give them an inch, they take a mile"
type, I lean towards reporting the cars. Personally, I'd ask a
friend to do it so if when the neighbors ask me if I did it, I
could honestly say "No, I didn't.". I'd also add a truth: "there
are people in this neighborhood who are quick to drop dimes.
neighbors have been ticketed for this and that." Although I've
learned that giving discourteous people a heads up like that
doesn't automatically make them courteous.

Even though I feel your pain, I wouldn't call it rude. Maybe
thoughtless or something. Part of the reason is I'd think
someone leaving town would prefer to have their car in the
driveway. It looks like someone's home and you don't have the
risks you get from on-street parking. Maybe there's a valid
reason for it.
My neighborhood is at critical mass with this stuff and the
worst offenders actually put one of those red cones in front of
their house! It wasn't enforceable, of course, but this is
chutzpah in the extreme. Thankfully, someone "removed" it and
they gave up.

DH just brought up a valid point. We don't even know for sure
it is their car. Yes it looks like their car that normally sits
in their driveway, but that's all we have to go on.
I have spoken to the lady once in the 2 years we have lived
here.
We were both outside doing whatever and that car that throws
those ad papers on your lawn drove by and tossed two out the
window. Well, I always pick up both papers because they never
do because if the paper lands a half inch in our grass they
never picked it up.
So that day, per usual the paper was a half inch in our yard.
So I asked her if there was anyway to stop getting those. She
said she didn't know and as we were talking she ever so slightly
used her foot and pushed the paper on our grass. I kinda
chuckled and just picked them up.

Well. I called the non emergency police number, they came out
and verified it was neighbors car. They said there was nothing
they could do because the car was parked legally.
However, about a month ago, half the neighborhood woke up to
tickets on their cars for sitting in the same spot for over 72
hours.
Oh well, I could use the exercise anyway.

This brings up a question that I've often had - for myself, as
well.
When people park in front of my house, if they're not my guests
or service workers, I get annoyed. But then I start to wonder -
why exactly am I annoyed? It's a public street, and in my area
there are no laws or local regulations against doing so. Still,
it annoys me, and I find that many people are the same. But I
can't pin down WHY it annoys me! I literally have no idea, but
it's my gut reaction that people shouldn't park in front of my
house if they're not here to visit my house. It's selective,
because if there's a party and there are cars parked in front of
everyone's house, I don't care. But if the street is largely
empty and it's just my house, I do. I've asked friends if they
feel the same way, and they do. But they also can't articulate
why.

Oh, agreed! And since I'm unsure why I'm annoyed, and can't
point to any actual reason, it makes me slide towards the side
that it's not rude. Still I do wonder why that's an instinct of
so many people. Something about it must just scream "that's my
space!" even though it's not - at least, that's my best guess.

To me, parking in front of your house for a few hours, or
overnight, is far different than parking there for a week... I
think it being for a week does make it rude, in a situation
where there is limited parking available on the street, and
there is perfectly good space available in their own driveway.

I'm annoyed because I am being inconvenienced. Right now my car
is 16 houses away. Most likely irritating someone else. lol
