Since you've already asked him and he seems to be trying to
dodge the rules, I'd take the pictures and send them to
management each and every time.
I'm sorry this is happening. This would drive me over the edge.

Maybe he thinks what he has done so far has solved the problem?
Anyway, people respond so much better to being asked for their
help than to confrontation. So I’d try to be very neighborly
about it, something like, “I’m sure you don’t realize it, but
those wind chimes are really audible in my unit, and that’s
where I work, so it makes it hard for me to concentrate. I
appreciate that you tried to correct it by taking them down most
of the time, but unfortunately it’s still a problem for me. I’d
really appreciate it if you could move them inside, please.
Thanks so much.”
Because a wind chime problem is annoying, but having an
enemy-neighbor that thinks of you as “that b***h in 4D” is
worse. Play it right and with luck you’ll have neither.

I agree with taking a photo each time and sending it to
management.. I doubt you addressing it will do much since he
doesn't feel the rules apply to him.

Sorry! I forgot that part. In which case then I definitely would
go with just continuing to report it to management. If the
hanging strap is always out they may remove that. I know that
where I lived, if there was something outside that was not
permitted to be there, they would warn, then remove.

This reminded me of when I used to have windchimes. Mine were
hung inside, next to a window, so a breeze would set them off.
I loved them.
The tone was beautiful, but they were LOUD. Guests in my
apartment would think that there was a church close by and they
were calling people in a 25 mile radius to service. Eventually,
I got rid of them because they made me so self conscious about
the noise level.
I would report it every time it happened. If he has been
admonished by management once, and is working to circumvent the
rule, I would be leery about approaching him, no matter how
civilly.

You asked him to take them down and he has effectively refused
(by continuing to put them back up).
Since the rules of the condo specifically prohibit them, I think
you're in the clear going to management to complain.

Agree but add try to take photos from different angles, so if
they show the photos to him, you don't look like the
complainant.

We have a large set of wind chimes that does sound nice, but we
still have them under our covered deck where only the strongest
wind makes them audible outside the deck, and even then it's
such a low note that it doesn't carry far. If a neighbour had
those tinny untuned wind chimes it would drive us nuts.

I once had windchimes. I live on a 1 acre lot. My neighbor asked
me to take them down as they bothered her. I did so. Period.
You did the nice thing and addressed it directly with him, so
after this if you hear them contact the management.
