Neighbour has windchimes

I live in an apartment condo and work from home. Here, in my
part of Canada it's said we have 8 months of winter and 4 months
of sloppy ice skating. So, as soon as it warms up enough, I love
to have my office (second bedroom) window open.
The problem is my new upstairs neighbour also is home all day.
He may be on a leave from work as he was coughing horribly
during the winter. I could actually hear him through the floor,
poor man!
He hung windchimes as soon as he could and positioned them off
his balcony directly outside my office window. Unfortunately, I
find the clinking metallic sound quite grating. Others must
share my opinion because windchimes are specifically banned in
our condo bylaws.
I asked they be taken down. Outwardly, he took them down but
left a hanging strap so he can put them back up at regular
intervals throughout the week. I don't want to be an unkind
neighbour but I need to retain my sanity. The little I have
left...
Does anyone have any suggestions for how to handle this now? The
windchimes are not up consistently enough the condo management
would catch him with them.

I would take a picture each time it happens and send it to the
management company. I’m on my condo association’s board and
that’s the way we ask fellow residents to handle it since, as
you said, the management company can’t always catch them in the
act. If things go the way they should, the neighbor should
start getting letters/fines for breaking the rules.
If you don’t feel comfortable turning him in, you could also
write him a friendly letter and let him know the sound is coming
through your windows and ask him to stop putting them back up.

Next time he puts them up, I’d ask him to take them down.
(Something like “do you mind taking them down? It’s hard to hear
anything in my apartment over them/they’re giving me a
headache/whatever,** and I think they’re against the rules. ”).
And then if he says no or does it again, keep reporting it to
property management until they do something about it.
** I know some will say not to give a reason, but I think it’s
worth trying to be neighborly.

That would be irritating! If chimes are against the regulations,
I would simply report it every time. Let the association handle
the rule violation and hopefully regain some peace while you
work!

I would try to talk to him, but don't tiptoe about it. If it's
against the rules, tell him so, and that you would rather let
him know so he can comply voluntarily rather than be reported to
the condo board. He may surprise you and be glad you let him
know. If not then you can let the board know that you did ask
him but he has not complied and now it's in their court. Condo
boards usually take their rules pretty seriously, if the one I
was in is anything to go by.

Maybe you could talk to him and ask him if he would not hang the
chimes during the hours you work? If he is cooperative that
would surely be a pleasant way to handle the situation.
Beats having to take pictures and report him every time he puts
them out.

I'm currently dealing with a similar issue in my apartment
complex. Management urged me to not confront my neighbors
directly, especially as I don't know them well. They said it's
best for all enforcement communication to come from them, so the
accused won't be able to figure out who reported them in case
things escalate. They deal with this stuff all of the time, and
we don't, so I defer to the experts!

Actually, I do agree with this too, but some people want to try
to be neighbourly first, especially when it will be fairly clear
who it was that was complaining. The neighbour usually comes
back and says "why didn't you say something to me?!"

I don't have any advice; I just want to say I'm sorry you're
dealing with this. Wind chimes are such a tough issue!
Some people really like them and find them restful, and others
simply can't live with them. (and some of us feel both ways at
once, or each way at different times)

Thanks everyone! I did go through the management company
originally. That's when he seemed to take them down but with
the hanging strap, he can quickly put them up and pull them down
.He obviously doesn't think the rules apply to him or he simply
would have taken them down.
