To me it sounds like you followed what each employee involved
told you to do -- not rude at all!

At my PO, the line can be anywhere from completely empty to
snaking out the door. I wouldn't want to wait 20 minutes or who
knows how long, just to ask one quick question. And I would
never begrudge someone skipping the line for that purpose.
I suppose it could be called cutting. I wouldn't call it that
but I see that other people might. I might be wrong but I always
just figured it was generally agreed that it was ok to do that.
¯\_(ツ)_/¯
I agree, especially with the bolded. It seems a bit ridiculous
to wait maybe 20-30 minutes (or longer) just to ask a question
that could be answered within seconds.
Also, I see some people are suggesting that because the passport
counter closed at 3pm, the OP should have queued up in the
normal line. Normally I'd be inclined to agree, but it sounds
like the staff (ie the Very Nice Lady on the phone, and Dave)
were more than willing to make an exception for her. So I don't
think OP was rude for taking their word at face value.

I don't know anything about the set-up of US post offices; but
if I was told over the phone by someone from any organisation
'come in this afternoon and ask for Dave, I'll tell him to
expect you', I'd go in and ask for Dave straight off. It
wouldn't occur to me to queue up as though I just wanted to buy
stamps, because in effect I have an appointment, and Dave for
all I know might be sitting in the back office waiting to be
told that I'd turned up.

Every place I've ever been to the deals with anything passport
related has had its own separate passport line. Also, you were
following the instructions given to you, so I don't think you
were rude or a line cutter.

Thank you everybody . . . I feel better now.
Yes, the passport line closed at 3 but I was told by VNL that
coming after 3 would be acceptable.

I think it's also important to note that Dave didn't stop doing
the things he was doing, and nobody had to wait.
This is all on Dave. He gets to decide, and he did.
The customers don't decide how the business manages its tasks
and its timing.
The post office folks by me will absolutely tell you to get in
line if THEY think you're cutting.
Bold above is true. And if Dave told me to wait a bit longer, or
get into the regular line I would have.
Dave stopped what he was doing for maybe 5-10 seconds (if even
that) in order to look at the documents I had. Plus he was
friendly and didn't look/act at all harassed.
I was just curious as to what you all thought. For the most part
it seems that I was fine.
Thanks for your responses! ;D
