Ah HA! I've been more voice-to-voice. Never occurred to me to
just text for "Almost there. abt 5 more min" or other simple
stuff. I'll start texting that stuff. So much more easier than
dealing with a bad connection.

When I first got my cell phone, my daughter had to educate me
that when I couldn't get through by voice, a text would almost
always go through.

Texts use a LOT less data than voice. They will frequently get
through even if all the voice bandwidth is tied up.

I think the person was rude, but I also don't know that anything
can really be done about it short of the café banning cell
phones (which I doubt the café would do).
I ride public transit to and from work. It is prohibited to talk
on cell phones while the bus is in transit, and it is a "Quiet
Zone" meaning all noise is to be kept to a minimum. The bus
driver will chastise people who are talking to loudly to each
other in real life also. I was having a conversation with my
seatmate in what I considered to be low voices and people
complained and the bus driver called us out over the
loudspeaker!

But please don't do that while you're driving!

That’s what Siri is for.

I think that the man was rude, yes. I hate when people talk
loudly on the phone, or are noisy in general (barring dementia
or some other mental problem) I am more than usually sensitive
to noise, perhaps, because I find myself getting irritated with
the way a lot of people seem unaware of how loud they are being:
whether it is talking loudly, or pressing a buzzer too hard, or
just clattering and rattling. I was brought up to speak clearly
but not to raise my voice, and also not to tread too loudly or
make a lot of noise moving around. It sometimes annoys me that
others seem incapable of doing the same.

But in some parts of the world people generally speak more
loudly than in others. If you were brought up in a loud part of
the world, that's your normal. I had a Greek colleague once who
told me that there's a part of the Greek mountain country (I
think it was Souli, but I could be misremembering) where the
shepherds mind their flocks in lonely places high up on the
mountainside and communicate with their neighbours by shouting
across the valleys; that they think nothing of carrying on a
conversation like 'Has Anna had her baby yet?' 'No, not yet. How
is your mother-in-law's bad leg?' over half a mile or so. And a
taverna full of Souliot shepherds, she said, is absolutely
hellish, because they don't think to dial the volume down when
they talk face to face!

I put my head in my hands and stare at them like I’m intently

I think this is somewhere on the continuum between clueless and
rude. It's an outdoor cafe and not a library, some noise is to
be expected. My DH is loud when he talks on the phone to my FIL,
who has hearing loss. DH is well aware that he's near shouting
to be heard so he tries to go somewhere where he isn't
disturbing people and he keeps the call to a minimum. (He even
goes into the bedroom and closes the door here at home.) There
are situations and contexts where that isn't possible and I hope
people realize he's managing this the best he can.
