I just didn’t reply to the email and haven’t heard a peep. He
messaged me about something else and didn’t mention it. So I’ll
leave it at that for now and use all the above advice if it
comes up again.
This is one of those “just curious about your advice and like to
hear your comments” threads.

Well he asked over email again so I felt I had to reply. He
wanted advice on applying for a position occupied by a guy who
is retiring. He’s not qualified and the hiring manager + guy
currently in position have had endless troubles with him. He and
retiring guy cannot stand one another. They’ve been in HR over
things and that didn’t pan out well for him.
My reply was (paraphrased) Sorry, but I don’t think I’m the
right person to give you any advice on that position as I don’t
know the requirements. But I guess retiring guy will be
interviewing and making recommendations for his replacement.
No reply to that so far.

That sounds like a safe answer. You're not his manager and it's
not your job to hand-hold him through applying.

I agree that was a great answer: you replied, but didn't really
say anything [well, not too much].
I suspect giving him the 'heads up' will benefit your
conscience/sense of duty more than it will help him, but well
done for coming up with such a response.
Don't forget: you can always keep copying + pasting "I think you
should speak with your manager about this", à la 'lather, rinse,
repeat'. His problem(s; they sound myriad) is not your problem,
and there's no onus on you to take it on.
Took me a long time to realise I don't have to help everyone who
asks, and I can't help everyone who needs it; sometimes I have
to protect myself first and foremost. I don't think anything
you can do will help him, so the main objectives should be 'CYA'
and 'maintain equilibrium/sanity'.
Become the grey rock. ;D
