Interestingly, the other day I walked past the place, and saw
four people, surrounded by luggage. Two had plugged their cell
phones into the usb ports on the table. and a store employee
was asking them if they intended to buy food or not...

Firstly, I definitely wouldn't confront the people who were
sitting there without food. Who's to say that they WERE
intending to buy food, and were just waiting on a
friend/relative to arrive? Also, who knows how they'd react?
Chances are, they'd tell you to mind your own business.
Unfortunately, I don't think telling the restaurant staff would
do much good either. I can't speak for Penn Station, but in
Australia, I suspect informing a staff member of a casual
restaurant (who is probably a teenager, and lowly paid) that you
can't find a seat, would result in a shrug, and a response of
"Too bad, so sad. You'll just have to wait til someone leaves."

What would I do? I'd mind my own business. If there are no
signs saying that the seats and tables are exclusively for that
restaurant's customers, and there are no customers looking for
seats, then it's a non-issue.

Me too, and that goes double for this situation.
Last thing I’m doing in Penn Station is getting in someone
else’s business.
If I, having no authority at all, did try to tell someone they
were breaking the rules, I would be absolutely shocked if they
listened or cared.

When I have food and the place is full I feel free to sit at any
table with an open chair.

This is definitely an NYC thing! I mean, I'm sure people in
other cities do it too, but this is one of the things I noticed
was very different in NYC.
In fact, you're not actually required to thread your way to the
only open table in the far corner.

Really? Here in Australia it would be a bit weird if someone sat
at an occupied table, when there were still empty tables left.
It'd be akin to sitting next to someone on the bus, when there
were other empty seats available.
