Its like if we had a fall festival at church and there were
crafts. Yes, it is free. Yes, I want you to have fun. Yes, you
can do more than one craft. But if you keep doing a zillion of
them you are using up the resources that other kids can't have.
In this case there are a limit of how many rides a pony can give
in the given time.

Exactly. These are living animals. They can just go round and
round so many times per day. It may be more understandable
getting back in line at the end of the day or even every few
hours, but four in the first hour is excessive and unfair.
It's like the analogy of free food/stuff. Just because there's a
table of free cookies doesn't mean you [s]can[/s] should grab
plates of them and leave nothing to those who haven't made it to
the table yet.

The bolded green is the issue from my perspective. At some
point, I think the pony ride operator had to say something.

I know this sounds dumb, but it would not have dawned on me that
it was excessive. It was not until I started reading the thread
that I remembered that the ponies need breaks. And I may have
figured that when the ponies needed a break that they would shut
things down. Again, I'm not saying that the handler was wrong,
but I can understand why the OP may not have realized this in
the moment. Now that I have stepped back and thought it
through... of course there is a limit to the work the ponies can
do!

And adding another element of complexity, the limit to the work
the ponies can do isn't necessarily a constant. If it's a hot
day with the sun beating down and/or a bunch of kids at the
upper end of the weight limit wanting to ride, the ponies may
need lots of breaks or to end the whole pony-ride offer early.
On a nice cool day with plenty of shade and only little tots
riding, the ponies might be able to happily keep going for a
good long while.
Hard for the handler to choose an appropriate ride limit in
advance; even harder for a random fairgoer to guess what's
reasonable for their kid to ask for...Thus the handler needing
to be ready to set a limit if and when it becomes necessary. ;)

I totally agree with you, it didn't dawn on me till other posted
about the ponies needing rests too.
I also didn't equate this to doing a free craft, for that I
would have only allowed one for my child because that thinking
of knowing there is a finite number for all kids that will come.

While it doesn’t sound like OP’s kid was denying another kid a
chance to ride, (1) the owner perhaps didn’t want to start a
precedent for future events with the same kids continually
riding the ponies again and again and again or (2) it could’ve
been time to start dismantling the ride as OP said the show was
effectively over. It’s the owner’s call to say when enough is
enough - nothing rude about that, as long as he wasn’t rude in
his delivery.
