For me, it sort of makes a difference as to what they were
giving away. A free cone? Heck yeah, everyone in line capable of
eating an ice cream cone should get one. A free pint to take
home? (Which is what I believe the OP mentioned they were giving
away.) Then no. It's one per family.
And yeah. If they have a limited number of these coupons to give
away, it's unfair to people further back in line for people to
take more than their share. I think the management figured it
was better to just acquiesce to these couple of families rather
than have them kick up a fuss, and anyway, the people at the far
back of the line would have no way of knowing that's what
occurred. And I don't blame the restaurant for that. But it
       doesn't make it right.
I'm not 100% sure but it does sound like the second family
essentially cut in line, right? I find that equally not ok.
These people seem greedy and entitled to me.

I don't really blame the restaurant for not knowing. I am
assuming that this is a locally owned establishment and not a
chain. (A chain would definitely known what wording to include.)
Someone opening their first restaurant may not have realized
that there are pushy people out there and that they need to set
boundaries. And a new restaurant that is trying to build a
customer base may not feel that they have the room to upset /
disappoint anyone. But either way, it feels uncool to me that
some people will always take and take and take.

Recently I was in line to receive a free cupcake at a bakery.
There were 'X' number of free cupcakes being given out. In
front of me were two moms with 5 children. I was very resentful
that the kiddies all received freebies when there was a long
       line of adults behind us.
The mom asking for free ice cream was very pushy. The business
       owner was very diplomatic.
       [/quote]
yes, but most adults can buy a cupcake with their own money,
       kids not so much.

Yeah, I struggle to be outraged that kids were given free
cupcakes. Kids are actually people too. If they were giving away
       cars? Sure. But cupcakes?

       Really, the bolded?
I mean, it's cupcakes. Cupcakes are a per-person sort of thing
(gift cards aren't, in my opinion, especially not a pint's worth
       of ice cream).
       Children are people too.

What was given away was 3X larger than a cupcake but smaller
than a single layer cake. I wrote 'cupcake' instead of the
       official name of the product.

The other customers behind Family 1 & Family 2 were definitely
giving them the stink eye for cutting. The gift card was for 1
free pint a month for a year; it was phrased on social media as
free ice cream for a year. The two moms groused about "This is a
paper card only good on the ice cream. I wouldn't have gotten up
this early if I'd know it wouldn't be a plastic card."

I think they've just moved themselves (more) into the 'entitled'
       camp with that additional information.
Freebies? Accept graciously, don't grouse! >:(

Wow. So the first family (one adult + two kids) ended up going
home with a coupon for three pints per month for a year, and the
second with two apparently, and they still complained?
       Incredible.

This would have bugged me more than their asking for cards for
their kids. In my area the second family would have been told to
go to the back of the line.
