Start a church compost pile for the leftover salad and brew some
fresh coffee. Being served "used" food would make me feel
unwelcome. It sounds to me like too much food is being purchased
for other events. Would it be possible to pare down a few other
events to have a budget for this event?

Makes me wonder why that is....perhaps OP should investigate.
It may be my cynical side, but my first thought is that Tammy is
pocketing the cash and using the leftovers to cover up.

OP needs to speak with the pastor before someone gets really,
really sick.
My church has a posted rule that absolutely no leftovers may be
left in the fridge - or kitchen. This would solve the problem.
If pastor won't deal with this, then OP needs to volunteer
elsewhere at the church. I wouldn't want the personal liability
or responsibility for someone coming to harm.

The money angle hadn't occurred to me, but I have met several
people like Tammy who have zero awareness of food safety issues
(and horrify the people around them!).

From just a few posts so I don't know if I'm right or wrong, but
I don't get the impression she's pocketing money. She's probably
one of those who don't like waste and/or really proud of coming
under budget. Showing off how much money she saves for the
company (or the church in this case) even though nobody ask her
to save.
Reminds of the office supply person who doles out one pen at a
time and only after you prove your current one is completely out
of ink. Nothing should go to waste.

Could it not be church policy that any food left at the end of
an event should either go home with someone who attended, or
should go to the nearest homeless shelter? (Or, heck, the
nearest homeless person.)

I was thinking about giving the leftovers to a homeless shelter
as well, but then I thought handing out old, stale food isn't
all that charitable.
Duh! Give the food away right after the event while it's still
fresh!

I was looking at our church refrigerator today -- it's got a big
sign on it stating that everything had to be labelled
(name/event/date) or it would get tossed.

Leftover food at my church is usually offered to members of the
congregation who are homebound or have disabilities.
