What in the world is "Beach Formal?"

Is this all white and tan linen, and no shoes, like you're
living in a Pottery Barn summer catalog, or
formal-but-it's-at-the-beach (no heavy fabrics)? What do I wear?
What does DH wear? I can't tell.

I would think either of those to be appropriate

I've never heard of beach formal, and I've never gone to a beach
wedding. But, my thoughts are that
I think you can't go wrong with a pretty floral print maxi dress
in a crepe or chiffon type of material. A bit dressier wedge
sandals, maybe in a metallic. Or flats.
Not sure about your husband though. Maybe nicer khakis and a
button down dress shirt? I'm not sure about a tie.

I think it means that they want it on the beach, but they want
it formal, notwithstanding that that is awfully tricky for
guests! Party clothes and beaches do not go well together in my
experience, especially shoes. The best you can do is
beach-friendly shoes and dress with dressy accessories to make
it seem fancier.
metallicafan gives you excellent advice, as usual (I nominate
her for our official stylist!). I think that her suggestion
would be perfect.

My husband has a light khaki linen suit that I think would be OK
for beach casual. Your husband could wear one with a dress shirt
and tie if he can find one to buy or rent. I guess formal dress
shoes? I hope he doesn't get sand in them though because that
would be uncomfortable.
I think a pretty floral maxi dress that you can dress up with
accessories is a great idea! Maybe something you can wear with a
cardigan or a light wrap in case it is windy? (It gets windy at
the beach, right?)

We are missing one important fact. What time is this wedding?
Formal daytime is very different from formal evening.
For you, a maxi dress would probably be fine for both, but with
daytime, less blingy accessories if it is not evening.. For your
husband, a linen suit or jacket would be perfect for formal day
time, but maybe not dressy enough for formal evening if what
they are really picturing his tuxedos on the beach, which would
be a terrible idea, in my opinion, but that doesn’t mean it
isn’t what they are thinking!
I suspect that they may be misusing the word “formal,” and
really what they are envisioning is just nice clothes that we
might even call casual or dressy casual, but they were afraid
that if they didn’t say “formal,” people would see “beach” and
show up in cut offs and flip-flops.
It really can get confusing for guests when hosts make up attire
categories. It can seem clear to them because they’re starting
with what they are picturing and deciding what would describe
that. But the problem is that the descriptor they choose could
describe a lot of other things, too.

I'd start with "machine washable" instead of "dry clean only"
and go from there - simpler silhouettes and nothing tailored too
snugly - a little loose is going to be more comfortable on the
beach.

Wedding is at 4:30PM, reception at 6PM, in November in Puerto
Rico. I'm not sure if the reception will be on the beach, but
the ceremony will.

I'd dress for evening, then.
Can you find out where the reception will be? If it will be
indoors, you can change your shoes.
