I always thought, etiquette-wise, it was the maid-of-honor's
"job" to host the bridal shower. Even if the MOH was a sister.

An aunt is the classic bridal shower host. She's close enough
for the bride to "belong" to her but not so close that you would
think of her as "benefiting" the way a mom would.
Siblings of either bride or groom are too close for conventional
       etiquette.
Friends of the MOB, friends of the bride, cousins of the bride.
So many social circles don't pay attention. If my MIL-to-be
hadn't hosted my bridal shower for her side of the family,
people would have been prying to find out if she didn't like me
       after all.

I think that if a sister or future SIL is MOH, that absolves her
of any etiquette violation if she hosts.
The MOH isn't REQUIRED to host, but it's so often something she
does that this role supersedes her family relationship

Etiquette-wise, maids of honor have no jobs. They traditionally
were the bride's closest friends and "honor" attendants. Their
only job was to show up appropriately dressed and perhaps help
the busy bride, her mother or other hostess greet guests.
That they have been turned into modern-day lackeys expected to
fill all sorts of servantlike functions in the lead-up to the
wedding has nothing to do with etiquette. ;)

Bonus points if the HC also had an engagement party in a
region/country (such as my country of Australia) where
engagement parties are normally gift-giving occasions!
