What do you mean by "literally climbed over me"? Pushed past
your legs?
Some people may believe it's more polite (particularly if you
show no inclination to rise) to push past rather than insist you
get up. They may be wrong, but I suspect that's what he was
trying to do. The staring was part of his attempt to psychically
influence you to move without actually asking you to do so. I
think it's part of the "it's rude to ask for anything directly,
but fine to hint vaguely" mindset.

I was in my seat, my knees were touching the seat in front of
mine. He didn't push past me. He stepped over me, he
essentially straddled me, if he'd lost his balance he would
have fallen into my lap, if I had lifted my knees he'd be
singing soprano, if I had stood up we both would have fallen
into the seat in front of me. I conider that a violation of my
personal space.

Ah, I get the picture now. Yes, if you're in such close quarters
that he can't avoid physical contact, he's very rude not to ask
you to move first. (I know you said he "literally climbed" over
you, but I had a hard time picturing just how literal it was!)

I went to the theater recently with my boyfriend, and we had to
get to the middle of a row. I said "Excuse me" to a pair of
woman who had the last two seats in the row; the one on the end
stood up and went into the aisle, but the other woman just sort
of moved her legs a bit to create some room. Looking at it, it
was tight and I knew it wouldn't go well, but I tried to squeeze
between her legs and the seat in front. It didn't go well, she
was visibly annoyed, and stood up to allow my boyfriend through.

Well, you did what you could there, and if she didn't want to
stand up, she deserved a bit of annoyance.
